Summary: Prohibits distribution of single-use plastic bags and allows for reusable bags. Reusable bags are defined as handled bags at least 2.25 mils thick and specifically designed for multiple use.

Summary: Prohibits free distribution of single-use bags at point of sale. Places a five cent minimum price requirement on each single-use bag, a portion of which shall go into the Virginia Water Quality Improvement Fund.
