HB 153: Recycling of Electronic Items
Summary: Manufacturer-financed electronic waste recycling program
Status: HB 153 just passed the House with 47-26 vote and now will go to the Senate. Bill has not moved since March.
Details: Manufacturer-financed program where counties would designate electronics drop-off sites, and manufacturers must reimburse recyclers. Manufacturers and electronic recyclers must register with the Division of Solid and Hazardous Waste. The registration fee will vary based on manufacturer’s market share. The bill estimates that revenue from the licenses would total around $240,000 for FY 2011, with revenues for subsequent years dependent on renewal fees. The estimated ongoing cost to implement and administer provisions of this bill is $223,000 from the state’s General Fund.
Covered electronic devices include CPU, netbooks, computer peripheral, monitors, televisions, and desktop printers, scanners or copiers.
