Update - SB 887 was just signed by the govenor in July, which amends the existing law.

S 1492 was signed into law in August 2007. This measure requires manufacturers of covered devices to pay for the transportation and recycling costs for covered devices from collection sites. This law was revised in 2008, when HB 819 added TVs to the list of covered items, with manufacturers responsibility based on market share. H819 also pushed back the implementation date to January 1, 2010.  It was signed by the governor on July 17, 2008.

Details
Computer manufacturers must pay initial registration fee of $10,000 and $1,000 annual renewal registration fee after that. They must submit a computer equipment recycling plan individually or participate in a joint recycling plan.

Television manufacturers must pay initial registration fee of $2,500 and $2,500 annual renewal registration fee after that. Their obligation is based on market share. The department's responsibility is to develop and implement public awareness program on recycling of electronics as well as calculating the market share for TV manufacturers.

Disposal Ban

Disposal of discarded computer equipments and televisions in the landfill or incinerator are probihibted  effective January 1, 2011. See full list of banned items in the landfill.
