New Hampshire Bottle Bill Campaign: HB 675

Summary

HB 675 would establish a bottle bill for the state of New Hampshire.

Under the law, consumers pay a deposit of 5 cents when they buy beer, ale, other alcoholic beverage containers, soda, uncarbonated water bottles and other liquid drink bottles.  Consumers can then return their empty bottles to redemption centers or retailers and receive their deposit back.  Manufacturers would have to pay a handling fee of 0.035 cents for wach bottle that would be paid to redemption centers and retailers.

Unredeemed deposits will be collected monthly and go to the Department of Revenue Administration.

The passage of HB 675 would mean a signifigant reduction of plastic and glass bottles in New Hampshire's landfills. It is predicted that New Hampshire will run out of landfill capacity within the next 10 years. Beverage containers, particularly disposable water bottles, are a significant part of the trash that goes into the landfills. Since 2004-05, the actual volume of plastic bottles has grown by over 20 percent due to increased sales of bottled water, while New Hampshire's overall beverage container recycling rate has declined.

Status

An interim study is currently being conducted by the House Committee on Environment and Agriculture.  The bill will be taken up again in the fall.
