Indiana E-Waste Law
Indiana Governor Daniels signed HB 1589 into law on May 13th, 2009. This law requires manufacturers of covered devices to finance and implement a recycling program for these products. The program allows consumers, public schools, and small businesses to recycle a larger group of products for free and goes into effect April 2010.
Details
In the initial program year, the manufacturers must recycle at least 60% of the total weight of video display devices sold to households during the preceding year. In the second program year and every program year thereafter they must recycle at least 80% of the total weight of these video display devices sold to households during the preceding year. After the first two years, manufacturers who fail to meet those goals will pay an additional recycling fee for every pound they fall short of their goal.
The bill also requires that manufacturers of video display devices as well as collectors and recyclers to register with Indiana Department of Environmental Management (Department). Manufacturers must register with the department and pay a registration fee of $5,000 for the initial program year during which a manufacturer's video display devices are sold to households. For each year thereafter manufacturers must pay a registration fee of $2,500 plus a variable recycling fee based on the amount of electronic devices recycled by the manufacturer from households during the previous year. Manufacturers must also report on display devices that exceed the maximum RoHS levels.
Disposal Ban
Starting January 1, 2011, there is a disposal ban on desktops, laptops, CRT TV, CRT monitor, flat panel TVs, flat panel monitors, fax, DVD, VCR, computer peripherals. View Indiana Collection Sites by County (.pdf)
