Governor Rell signed Connecticut's e-waste bill HB 7249 on July 6, 2007. This law is called An Act Concerning The Collection And Recycling Of Covered Electronic Devices.

This law created a mandatory recycling program for discarded covered electronic devices (CEDs) starting January 1, 2009.  Implementation date was originally set as January 1, 2009 but delay in rulemaking moved to Fall 2010.  The program is financed by manufacturers based on return share, and provides responsible recycling of computers, monitors and TVs for consumers or any residents dropping off 7 items or less to collection points.

CED manufacturers must participate in a program to implement and finance the collection, transportation, and recycling of CEDs. Implementation date was originally set as January 1, 2009 but delay in rulemaking means likely to start Fall 2010.

Manufacturers  must register annually with the Connecticut Department of Environmental Protection (DEP) and pay the annual registration renewal fee (once rulemaking has been adopted). Municipalities arrange for collection and transportation to approved recyclers and recyclers bill the manufacturers.  There is no ban on prison labor.
